Constitutions of Clarendon (1164)

Audience

Barons, nobles, clerics, bishops, and archbishops were the initial intended audience of the Constitutions of Clarendon. These were the people whom Henry ordered to adhere to and swear to uphold the customs of his realm. Henry knew that by having these men of his kingdom attach their names to the document, the customs therein would be supported and upheld throughout his reign and future reigns. This is why the Constitutions needed approval from all of the bishops, barons, and witnesses at the Council of Clarendon.
