Gentlemen, in the course of today’s discussion, two overseas affairs of my government were brought to my attention: one being the affair in Port-au-Prince relating to the arrest and condemnation of the German national Emil Lüders, now being negotiated between the German Reich and Haiti, and the other being in Kiaochow [Jiaoxian] after our cruiser fleet had been sent to protect the German delegation there.
