Glossary

alien an immigrant prior to naturalization
consular officer an officer working for the U.S. State Department at an embassy in a foreign land, helping those with passports to the United States (or in an effort to obtain said passport)
non-quota immigrants persons coming into the country who are not subject to the quota system, as outlined in the act
quota an established limit
visa an endorsement on a passport that allows an individual to stay for a specified time in a country.
