Audience

The NLRA was written first to win the votes of members of Congress. Its wider audience included President Franklin D. Roosevelt, the U.S. Supreme Court, the judicial system more generally, and the country at large. The language of the act was designed to satisfy legal standards so that the resulting law could be administered satisfactorily.
