Audience

In general, all of the New Deal legislation was written for the American people. The specific audience for the text of these acts, however, is the three branches of government—executive, representative, and judicial—as well as those involved with administering the project. The Tennessee Valley Authority Act outlines, in very specific and legal language, the TVA's purposes and goals, what it is and is not allowed to do, and how it should be run. Another potential audience for the text is would-be challengers to the legality and constitutionality of the act. For instance, the last section of the act declares that if any section of the act is found unconstitutional, it does not negate the entire act.
