Audience

President Washington often solicited from his cabinet members their opinions on major policy matters. Many of his most famous public speeches were even written in this manner. Thus, Hamilton certainly viewed Washington as his principal audience. However, it is unlikely that he wished to keep his views private; he often circulated his opinions among friends and political associates. By the very manner in which his opinion is written, Hamilton indicates that he had a larger audience in mind.
