Audience

President Washington often solicited from his cabinet members their opinions on major policy matters. Many of his most famous public speeches were even written in this manner. Thus, Jefferson certainly viewed Washington as his principal audience. However, it is unlikely that he wished to keep his views private. Jefferson always circulated copies of his treatises, among friends and political associates.
