Audience

The Book of Government was written for the Seljuk princes in an effort to educate them as true Islamic (and Persian) rulers who would govern wisely and justly. It is questionable, however, how many princes actually read these writings, though many scholars and bureaucrats did read them. The traditional training on governance (as well as military leadership) that princes received came not at their wazir's feet but rather from an atabeg—a general and trusted companion of the sultan. Of course, some taught better than others, while others tacitly understood that their primary job was to keep an eye on a rebellious son. Thus, the quality of the rulers varied considerably with the quality of their mentors.
