Theodor Herzl: “A Solution to the Jewish Question”

Audience

Considering that “The Solution to the Jewish Question” appeared in the Jewish Chronicle, a paper printed in English, Herzl was attempting to reach two audiences. The first audience consisted of Jews living in Great Britain and the rest of the English-speaking world. Here he tried to build support among the Jewish community for the idea. The second audience was the British government. The British Empire dominated nearly a quarter of the planet and was in a position to influence other governments, such as those of the Ottomans and Argentina. By securing British support and influence, Herzl could make his “solution” a reality. Without British support, he would have to rely heavily on luck.
