Bill of Rights

( 1791 )

About the Author

The Bill of Rights has no one author. The rights so listed are an accumulation and compilation of rights and liberties fought for in the Revolutionary War, as codified by the framers, presented by James Madison in the First Congress, and ultimately passed by the states. They represent the accumulated wisdom of the generation of radicals, rebels, and democrats who were animated by the desire to limit the government's powers, guarantee the rights of citizens, and confine the state under the rule of law.
